The Pacific Whale Fund secures vital funding for nature positive initiatives through innovative finance, moving beyond traditional conservation donations. Central to the PWF's strategy is the Moananui Blueprint: Ocean Finance for a Resilient Pacific, a comprehensive financial framework. This initiative, leveraging the Moananui Living Oceans Subfund, aims to mobilise €100 million to invest in Nature-based Solutions (NbS) and whale protections, including advocating for legal personhood (guided by ethical principles, ensuring Indigenous equity) to foster a healthy ocean environment. The PWF is also developing a range of innovative financial instruments, from blue resilience bonds and nature credits to whale insurance, to expand its reach and impact across Pacific territories, empowering Indigenous and SIDS-led stewardship.

The Moananui Blueprint: Ocean Finance for A Resilient Pacific outlines the key attributes of PWF's blue finance mechanisms: a) Whale-Centric Ocean Regeneration; b) IPLC-led Nature-based Solutions; c) Hybrid-Linked Returns; d) Regenerative Blue Natural Capital; e) Resilience with Rights; f) Segmented Ownership & Risk; and g) Blended Finance for Catalytic Impact.

 

These aim to finance projects that benefit both the ocean and coastal communities. Whale insurance, another financial tool being developed, aims to provide financial protection against economic losses caused by whale-related events, such as ship strikes.

By creating these new financial tools, the PWF aims to attract a diverse range of investors, from institutional investors to impact-driven philanthropists, and to generate sustainable revenue streams that can support long-term conservation efforts. Its mission is to strategically fund effective whale conservation projects, empower Indigenous leadership, and build a sustainable future for both whales and the communities that depend on a healthy ocean.
